One thing to do is go to one of your settlements on the mainland and activate the radio beacon so settlers start arriving en-masse. Once the settlement is over-populated get into build mode, point at a settler, choose Move from the menu and relocate to Spectacle Island. Repeat until the settlement population is back down to normal.

I unhooked the line to the ship and built a large generator and it still powered, so the ship generator is not needed, so if you guys want to scrap all the lines and trees to the ship generator you can use

Also, if the optimization breakage is contained locally to Spectacle Island and Warwick Homestead, you can possibly just ignore that. The area isn't as packed as downtown Boston and should run mostly fine on most gaming computers. haha! I've managed to get all of my companions (Piper, Cait, Curie, Codsworth, Dogmeat, Valentine, Strong) to the island, but I see some people have settlers there. I can't seem to get them there...but just now this late in the game trying a little harder to do that. It shows I have 4 settlers, but I have none. on PC, last playthru to level 100, I used 5 Provisioners to the island. no ghouls. never had a problem. But, I noticed NPC's like Preston (cuz I could see his pip on my map) would get stuck on underwater ledge a couple of times for days. he eventually got free and made it back.
